China and Djibouti call for Red Sea navigation freedom: verify your voyage

An official China–Djibouti statement published on October 22 addresses Red Sea navigation and regional security. For buyers shipping from China, it provides diplomatic context; the actual route, cargo acceptance and delivery plan still require confirmation from the carrier for the booked voyage.

1. What the official statement says

The foreign ministers of China and Djibouti met in Beijing on October 21. Their joint statement, published by China’s Ministry of Foreign Affairs on October 22, expresses concern about regional escalation and renewed piracy risks in the Red Sea and Gulf of Aden.

The statement emphasizes freedom of navigation in the Red Sea and Bab el-Mandeb and respect for commercial vessels exercising navigation rights under international law. It calls for dialogue and cooperation. It does not announce a shipping line’s route resumption, a freight rate or an arrival guarantee.

2. Buyer analysis: confirm the actual sailing

Before releasing cargo, ask your forwarder to identify the carrier, vessel, voyage, intended routing, discharge port and any transshipment. Request the date of the operational advice and a written explanation of any change from your booking. A diplomatic statement alone is not evidence that a particular vessel will transit the Red Sea.

Ask which arrival dates are estimates and what the carrier will communicate if the route changes. Keep the factory dispatch decision linked to the current booking and terminal deadlines.

3. Record costs and contingency assumptions

Ask the quoting provider to identify the validity period and which rerouting, storage or onward-delivery costs are included or excluded. Ask your insurer or broker about the proposed voyage and applicable cover; do not assume that a public security statement changes your policy.

Illustrative example: if a purchase plan assumes direct discharge at one port but the written booking adds a transshipment, revise the receiving plan around that booking. Record who will check onward transport and the next update time before promising a delivery date to your customer.

4. Today’s practical action

Keep one shipment record with the dated carrier advice, booking revision, route, estimated arrival, quotation scope and the person responsible for the next check. MORENICE can help coordinate supplier readiness and shipping information so that the purchasing team works from the same documented plan.
