MORENICE CHINA TRADE & SHIPPING UPDATE · SEPTEMBER 1, 2026

September opens with tighter sailing capacity, a new Jeddah dangerous-goods surcharge, and an approaching UAE cargo-manifest deadline

September begins with freight rates still more than double year-ago levels on Drewry’s global index, while carriers continue withdrawing capacity from major East–West routes. For Middle East buyers, two operational issues deserve particular attention: a new dangerous-goods premium for Jeddah takes effect today, and UAE advance-manifest enforcement is scheduled to tighten after September 30.

1. September capacity remains tight despite a small decline in freight rates

Drewry’s World Container Index stood at USD 4,473 per 40ft container on August 27, down 1% week on week but still 111% above the same period last year.

More importantly for September planning, carriers have announced 45 blank sailings between August 31 and October 4, equal to 6% of scheduled East–West sailings. About 54% of those cancellations are on the Transpacific eastbound trade, 28% on Asia–North Europe/Mediterranean, and 18% on the Transatlantic.

Drewry also reported its Intra-Asia Container Index rising 10% to USD 1,199 per 40ft container on August 27.

WHAT THIS MEANS FOR BUYERS

A slightly lower freight index does not necessarily mean easier September shipping.

Before committing to customer delivery dates, confirm:

space→actual sailing→cutoff→rollover risk→transshipment→realistic ETA

For China–US shipments in particular, waiting only for a cheaper rate can create schedule risk if the preferred sailing is blanked.

2. A new USD 1,000 dangerous-goods premium for Jeddah starts today

Hapag-Lloyd has announced an increase to its Dangerous Goods Premium for containerized dangerous goods moving between Europe and Jeddah, Saudi Arabia, effective for sailings commencing September 1, 2026.

The increase is USD 1,000 per container, excluding DG Classes 1 and 7. The carrier notes that other security, bunker, terminal and contingency charges can still apply separately.

WHAT THIS MEANS FOR BUYERS

For chemical products, batteries, aerosols and other potentially regulated cargo, the product price and normal ocean freight rate may no longer represent the real shipping cost.

Before placing an order, buyers should confirm:

MSDS→DG classification→packing requirement→carrier acceptance→surcharge→destination restrictions

This check should happen before production or payment, not after cargo reaches the warehouse.

3. UAE advance-manifest enforcement deadline is approaching

The UAE’s Advance Cargo Manifest regime remains an important September compliance issue.

According to Maersk’s latest operational guidance, advance manifest filing remains mandatory, while enforcement of the “No Manifest, No Load” requirement has been relaxed until September 30, 2026. The current transition window therefore gives shippers only one month to stabilize their filing process before stricter enforcement is expected.

The requirement covers cargo entering UAE waters, including imports, transshipment cargo and FROB cargo.

WHAT THIS MEANS FOR BUYERS

Buyers shipping to or through the UAE should use September to verify that their supplier or forwarder can provide accurate cargo data early enough for advance filing.

Particular attention should be paid to:

shipper/consignee data→HS code→cargo description→package information→container details→filing responsibility

Vague descriptions such as “general goods,” “accessories,” or “spare parts” can create unnecessary compliance risk.

MORENICE BUYER NOTE

September’s market is a useful reminder that shipping risk increasingly begins before the container is booked.

A safer China purchasing process is:

Verify supplier→verify product→confirm compliance→check shipping acceptance→calculate full landed cost→then pay

For Middle East buyers in particular, freight quotations should be checked for dangerous-goods charges, emergency surcharges, manifest requirements and contingency-routing costs rather than comparing only the headline ocean rate.
