Gulf routing changes, surcharge exclusions and Golden Week planning
For buyers arranging cargo from China this weekend, the immediate task is to verify the actual route and quotation scope. This September 12 briefing reviews Maersk notices published on September 11 and its September 9 Asia Pacific update. These are carrier-specific updates, not a statement that all shipping lines follow the same restrictions.
1. A Gulf booking needs a shipment-specific route check
Maersk’s September 11 Middle East Operational Update 46 lists pauses on several landside corridors, including movements from Salalah and Sohar to the UAE, Saudi Arabia, Kuwait, Bahrain and Qatar. It also lists selected alternatives, including Aqaba–Iraq and routes through Khor Fakkan or Fujairah. Availability and cargo acceptance remain conditional.
The same notice describes selected Khor Fakkan bookings being changed to discharge at Fujairah, followed by bonded landside transport to Jebel Ali. A destination shown on the original booking may therefore differ from the revised handling plan.

Before dispatching goods from the factory, obtain a written route sheet covering discharge port, customs location, inland or feeder connection, final delivery point and the party paying each local charge. A gateway that works for dry cargo may not accept your reefer, dangerous or oversized cargo.
2. Do not apply the new USD 500 OCR charge to every China booking
A separate Maersk notice dated September 11 announces a USD 500-per-container Emergency Operational Cost Recovery surcharge for contract bookings from the world excluding Far East Asia to Bahrain, Qatar, Kuwait and Iraq. The stated start dates are September 17 for non-regulated countries and October 11 for the regulated countries listed in the notice.
The origin exclusion and contract-booking condition are essential. This notice alone does not establish that a shipment originating in China owes this particular charge. Other applicable freight or contingency charges still require their own checks.

Ask the forwarder to identify the surcharge code, covered origin and destination, booking type, effective date and price-calculation basis. Keep this evidence with the quotation. An unexplained “Middle East surcharge” line is not enough to establish applicability or prevent double counting.
3. Golden Week planning starts before the final factory handover
Maersk’s September 9 Asia Pacific update encourages early review of Q4 space requirements and possible late-September departures ahead of China’s Golden Week. It also highlights the effects of seasonal weather and terminal congestion on sailing reliability.
For buyers, an earlier booking helps only if the order can meet the whole release sequence. Cargo still awaiting inspection, corrected packaging or missing documents may lose the booked sailing even when production appears nearly complete.
Maersk: Asia Pacific Market Update — September 9
Work backwards from the carrier’s cut-offs: document readiness, warehouse receiving, inspection and correction time, supplier release, then production completion. Confirm the actual working dates of the factory, warehouse and customs broker instead of assuming every supplier follows an identical holiday schedule.

Routing pressure can create payment pressure: a supplier or intermediary may ask for an urgent balance to protect a sailing. The urgency does not reduce the need to check beneficiary details. If the receiving account changes, use the controlled verification process in today’s companion buyer guide before releasing funds.
For the coming working week, keep one order file with the approved specifications, inspection result, confirmed beneficiary, booking reference, route revision, itemised charges and delivery responsibility. Update the relevant record when a fact changes; do not rely on a chain of separate chat messages.
