US-China product lists: distinguish recommendations from effective tariff treatment
Official product-list materials now give buyers a more specific reference for the weekend trade announcement. Their wording matters: a recommendation for future treatment is not itself evidence of the duty payable on a particular shipment today.
Official statement: recommendations for future treatment
USTR’s September 27 statement says the two sides recommended US$30 billion of trade in non-sensitive goods on each side that could benefit from more favorable tariff treatment in the future. This is an official description of recommendations, not a published duty calculation for an individual importer.
Where buyers can find the published materials
The White House’s September 27 Board of Trade page links the product lists recommended for reduced tariff treatment. Use the official materials as the starting point for a product review rather than a shortened headline about a blanket tariff cut.
Buyer analysis: match the actual goods
Give your customs adviser the product description, materials, intended use, origin records and existing classification. Ask for the relevant list entry and the separate implementation authority, effective date and conditions before changing an entry or duty estimate.
Record unresolved questions explicitly. This briefing has not established an effective rate for any SKU and does not treat the value of recommended trade as tax savings. Keep the current cost estimate and any hypothetical scenario in separate versions.
Keep the invoice and shipping plan consistent
Reconcile the supplier’s final invoice to approved quantities, prices, changes and payments already made. A policy headline should not silently change the commercial invoice or the remaining supplier balance. Today’s buyer guide gives a worked reconciliation example.
Before moving a booking, compare confirmed cargo readiness, document cut-offs and provider quotations. Ask the responsible parties which dates and costs would change. There is no new freight index or guaranteed saving in this briefing; its new reference is the official published product-list material.
