Container Seal Number Does Not Match: Record the Discrepancy Before Handover
A seal-number mismatch needs a documented check with the responsible logistics parties. Preserve the evidence and obtain instructions before accepting the discrepancy or altering the seal.
Compare the records carefully
Record the container number and the seal number physically observed by authorised personnel, together with location, date and time. Compare them with the loading record, handover document and relevant carrier or warehouse records. Check for a transcription error without assuming that an error is the explanation.
Request clear photographs where permitted and safe, including enough context to identify the container. Note whether the seal appears intact and who observed it. A number mismatch alone does not prove theft, tampering or a shortage.
Escalate through the shipment chain
Contact the forwarder or carrier and the party currently controlling the container. Involve the warehouse and customs broker when their records or procedures are relevant. Ask whether there is a documented authorised seal change and request the supporting record.
Do not remove or replace a seal without the appropriate authority and instructions. Where an official inspection or authorised replacement occurred, ask for the reference, old and new numbers, time and responsible party so the document trail can be reconciled.
Illustrative example
The loading record shows seal A12345 while the arrival record shows B67890. Preserve both records and ask the provider to trace any intervening seal change. Do not amend the original loading record simply to make the numbers agree.
If a documented authorised replacement explains the change, retain that evidence with the revised handover record. If the explanation remains unresolved, request instructions for the next handling step and record the reservation through the applicable process.
Close the discrepancy with a traceable outcome
Record who authorised the final action, which documents were corrected and whether any further cargo check was requested. Keep any quantity or condition issue separate but linked to the seal case. These are coordination steps; the relevant authorities and shipment terms determine the required procedure.
